It is my understanding that 35mm negative was duped to more 35mm by contact printing the negative. When they made the 35mm film in smaller sizes how did they do it?

Optical printers were used to print non-standard films on 35mm stock. Two strips for 16mm, and three strips for 9.5mm and Super 8 films.
After processing the strips were cut to size and perforated.

The LGP Walton tribute pack had examples of un-split prints in some of these formats in it. Including 16mm re-perforated for 9.5mm projectors.
