I'm looking for a few different things here.

An Elmo brand Zoom lens for a 16-CL that goes down to 38mm (at least) would do the trick and solve everything.

However, if I can't find that, I'd also consider getting both an Elmo 50mm lens and an Elmo 38mm lens.

An actual zoom lens for the 16CL is hard to find. It's not impossible, just hard - and pricey. A good alternative is to own a selection of primers fitted with the zoom extension.
Ebay can be an option.
Of all primers (12.5, 20, 38, 50 and 75 mm), the 38 is probably the rarest.
