Actually, this is a fairly old video. It's the backwards messages in one specific cartoon and probably what was being said. Believe it or not Warner Brothers started doing that rather early.

I had corresponded with this fellow (who posted the video) for a time and was delighted to see that he gave me credit publicly.

No, actually this was a Warner Brothers character that is commonly considered a "Mickey Mouse" rip-off, by name of "Foxy" and there were a few cartoons made with the character.
