On their eBay listings most sellers include enticing photos. Some can be selected to enlarge, but some sellers' photos do not include this feature.
Do sellers have to pay extra for this zoom facility?

I have often wondered this myself I have tried all there uploading features and they all allow this zoom feature not sure good question.

Maybe it has to do with how high the resolution of the pic is.

In Ebay US they strictly put minimum pixel (resolution) rules. This is to allow readers to zoom it. Suppose we upload less than the minimum, it will be rejected.

So as Joseph said above, it has something to do with uploaded pict resolution.
