Hi,
yes, brown stripes on one or both sides = magnetic soundtrack.
As for the "magic switch": Do you have got a sound-projector that can reproduce magnetic soundtracks? Is the volume set to something above 0? Do you have got a projector that can reproduce both optical and magnetical soundtracks and is it set to "magnetical"? Is your projector set to "recording" or "play back"? Do you have got an internal speaker? Can you attach an external speaker? Is the projector set to use the correct speaker? Do you have got a stereo- or duoplay-projector where you can disable/enable the separate tracks? Etc. pp. - Please name your projector.
BTW: Having a magnetic soundtrack doesn't mean that there's actually sound on it. It still can be empty as a new, blank MC, MD, CD, DVD or VHS tape. When the cartoons came in the original box with a "Sound"-label/sticker, there should be sound. Otherwise the previous owner might have post-striped the films, but never managed to record the sound.

Whilst I'm not familiar with the Bolex SM 80 Electronic, I do have the test report for it from "Movie Maker Magazine". I've just had a quick look at the report and it says that it is a twin track sound machine, this means that it will play films with magnetic sound tracks but being twin track it is important to ensure that you have the machine set to play the main sound stripe on the film. It might be that it is currently set to play back the balance stripe which would explain why you aren't getting any sound from your film.
If it's any help, I could email you scans of the test report, whilst it's not a manual it would help you to become aquainted with your machine and know what it is capable of and hopefully how to acheive it!

Edit: Just had a quick read of the report and it seems that your projector, in common with most twin track projectors, has a rotory knob used for selecting Track 1, Track 2, or both. To play your film you'll need to have that switch set to Track 1. Hope that helps.
