I'm looking for a manual (instruction how to splice) for Noris Splicomatic 8/16

hello providing this looks like yours  -
flip up the lever that has 1 and the 2-3 together then place your film on the small prongs on the left side then bring down the 2 to cut the film, then put the 1 lever down while placing the film on the number 3 prongs on the right bring down the 3 lever that should cut the film on the right side.
the lever on top if its red like in the picture is your scraper while the film is in the left side (number 1) you run this back and forth to scrap the emulsion off the film just 2-3 times should be good clean the area with a small brush then apply film cement to the scraped area (the film should still be attached to the number 3 lever)then bring the 3 lever down and the film should lay on the cement area hold it for a few seconds then you have a cement splice.

While these may not be the clearest instructions maybe someone can offer more tips
