I have just made a device for reading the shutter speed of my projectors. You will need a digital frequency meter first of all. Then you will need a LDR (light dependant resistor), a 470K resistance, a 9 volt battery and a couple of terminals to connect to the meter. Any one interested, I'll send you the circuit diagram

I did something like this a few years ago except I put the meter where you are putting the 470K resistor. The only fly in the ointment is only my meter at work can measure frequency and I generally prefer that stays at the job!
I've been messing around with designing an analog circuit to spit out a DC voltage based on frame rate (2.4 VDC @ 24 FPS) so I can use my own DVM as a display.
