I bought three loose 7" reels and one 5" one recently for very little money. They had film on them varying from 50' to 400'. One reel had a silent comedy with no credits and just a plain title card as above. It turns out that it was made by Keystone in 1916, produced by Mack Sennett and starred Sam Bernard. It's the usual plot with a manic chase, involving the Keystone Cops with a shot of Ford Sterling probably pinched from another film. Quite entertaining. It could be a Collector's Club print on Standard 8. Anybody else encountered Sam Bernard films?

Thanks. He was a comedian born in 1864 in Birmingham, England, and went into films in the US in 1915 according to imdb.com. He's only credited with four films in 1915 and 1916 but, as you say, probably appeared in many more uncredited. He appeared on stage in revues and plays before his death in 1927.
