My spindles are turning fine, but the super 8 film seems to be too tight in the middle of the whole take up.

If the take-up reel is turning then it could be the reel itself that maybe pinching the film to tightly. The dimensions of plastic reels can change over the years and grab the film. Try using another takeup reel to see if that helps.
