The "deutsche post" has to deliver the parcel/mailing to the customs office and not to the receiver/addressee.
In other words: Your parcel went to the customs office, the addressee got a letter to pick up the parcel at the customs (and to pay some import taxes,... unless (s)he manages to proof that the item is a gift or worth less than 150EUR (or something like that))... but the addressee didn't went to the customs for two or three weeks, hence they've returned the parcel. This is the standard procedure when the customs declaration on the parcel is missing, incorrect or leads to the assumption that someone wants to bypass the customs...
