OK, I gots me the Empire Strikes Back print ...

I gots me a fine stereo audio for the recording ...

and ...

Now, out of nowhere, the ELMO has suddenly slowed down and become un-predictable, speed wise!

I think I might say, "screw the ELMO" and just use the old reliable EUMIG 926. The recording may not have quite the high fidelity that the ELMO could produce, but at least that EUMIG has never let me down.

Take my word Osi, the recording quality on the 926GL (and the similar 938/940) is about as good as it gets for super 8 stereo.

Totally agree. Dynamic range is superb from these machines and have recorded many miles of stereo on mine. When I recorded my three SW features to better Stereo shall we say way beyond what was achieved when the original recordings were made.
Remember, bulk prints are typically recorded at high speed.

Simples!

OSI, The speed problem your having is coming from the ESS assy! First try this spray the ESS assy with contact cleaner! Work it in there. Than try it! If that don't work than replace the ESS assy! I had to deal with this problem! These machines are getting old! Let's face it!

Thanks for that advice, I'll certainly try that!

Out of nowhere, it started to run at about 18 fps, top speed!

It's the Elmo Synchro Sound System.

There is a switch on the back panel for normal projection, sync pulse and ESS.

Leon's suggestion is right. Even just moving the switch a good few times can cure this, although spraying switch cleaner in is even better.

Even if all is working ok, the projector will run at 18 fps when switched to sync pulse, if no pulse is present.

Osi, give that switch a good work out and set to normal.

I once used a GS1200 in back in 1988 which was only a year old and had this issue...

Also, as has been said, the Eumig is more than capable of equally sonic recordings.

OK, now, I attempted a recording of "Frontier Fremont" and it quickly got off sync. I wasn't using the sync pulse, but I don't even know how it works.

Do you have to have a specific kind of track with something for the system to "lock onto"?

It almost seems like the projector slows down a bit when recording. I listened carefully to the original audio (the intro song) comparing the length of the song from the super 8 print and the restored audio, and it was same run time, so it can't be the audio.

OSI, do you have the instruction manual? That might be able to help you!
