I found a patent on freepatentsonline.com for an Elmo "PULSE SYNCHRONIZING SYSTEM FOR MOTION PICTURE APPARATUSES" This patent seems to describe the Elmo R-1 Synchronizer which I'm looking for. If anyone can identify the device by this patent please let me know.

I can't say 100% for sure if it is or not, but what a nice, simple little circuit!

If the schematics had component values it would be easy to build one.

This seems to describe the principles rather than a specific product. There have been many devices using this principle; in the UK the Craven Syncrodeck in both it's mechanical and electronic versions were well known, controlling the projector speed from pulses on reel to reel magnetic tape, and the Cresta models for both reel to reel and cassette tape.
