Thomas has answered your question, it may be sufficient.

But FYI, you can also check your self at USPS website.

I assume one 200' is 200 grams and plus packing it comes to 300 grams (=10 ounce).

The website gives several option:

So the cheapest one will be First Class Mail = $8.84

BUT..... no tracking

Above that there are a lot of Priority service: $13.95

It comes with tracking and flat-rate (means it does not matter you have 1 or 2 reels as long as below 4 lb as long as the envelope is fit).

I have made several attempt that the USPS flat rate envelope can take max 6 * 200' or 4 * 400" in their OB with a little adjustment in their position. And 4 * 400' or 6 * 200' are far below the max weight of 4 lb.
