Is it safe to use unexposed film for leader starting a film?

Someone gave me it for free and wanted find use for it

Yes Brian it's okay and it's the best kind of leader because you can use as much as you need. Television station used to paint old exposed film for leader as well.

Some films have RemJet back blacking on it which can wear or scratch off in the projector and leave a little residue behind. If you clean your machines often and well, it won't be an issue. It's easy to spot because the reverse side is dull, and with moistening, starts to wash off.

Other films, like Vision color negative, have an opaque anti-halation layer buried at the bottom of the emulsion. This stuff makes great blackout leader, and has no back coating. I scored some being thrown out and it's the best.
