When you buy a 30 year old unused projection bulb with an intact filament that will not light (contact cleaned)...what has happened....vacuum seal gone?

Happened to me as well. The only explanation would be that the wire inside the cement (between connection pins and filament) is not intact anymore.

What lamp is it (type)?

Unlikely to be the explanation, but if the pins are extremely tarnished, you could try cleaning them with a sharp knife or emery paper, etc.

If the vaccum seal was gone the bulb would have flashed when turned on and you would see a burnt filament.

I have the same issue -- an Elmo EFR that came with a projector I got last year. It is not burnt out -- I just can't throw it away even though it won't light up. I've cleaned the pins with some alcohol to remove the blackness but no luck.

The bulb is an incandescent CXL...it would not light up in one projector which had a working bulb....but when I tried it another projector it did light. (Just made a note on its box).
The one projector has a cleaner contact (it looks less tarnished) ?
