Need some advice or help.

I have a Elmo FP-A projector. Fan motor and mini lights work fine. The main projector bulb does not. I've tested the circuit thru the switch and everything is fine for voltage. I'm thinking that the conversion of voltage is the problem. The bulb is a GE 21 Volt, 150 Watt type. I think the component in the projector is the problem. I've posted a picture of the issue here:

At the Blue wire shown, going into the white component shown (the one with screw on the end) is the problem. This is about 3 inches long. I think it is burned out or does not work right now.
Anyone know what this is called? Can I get it replaced or should I just consider getting another type of bulb, like a 115 Volt kind, with near same wattage, and just bypass this problem area? Do you think that will work? Tell me what you think.

Are you sure the bulb isn't bad? You said you tested the current through the switch?..Does that mean you tested the lamp socket to see if current was getting to the lamp?
