This std8 short film has been made / directed by Jochen Friese, member of the Film Amateurs of Cologne (Filmamateure Köln). It’s - compared to for example the Austrian Thought-facilitator ( https://www.youtube.com/watch?v=XphMa4Ke4uI ) - professionally shot and cut.
It’s only these German titles that, in addition to the main title (which is also originally in English), you need to understand to get what this short is all about:

The title directly refers to Herbert Hisel, a known comedian in the 60’s and 70’s (German-only Wiki: https://de.wikipedia.org/wiki/Herbert_Hisel ). He had a 1964 title with the same name, which is available to listen to at https://www.youtube.com/watch?v=qE6iAPCIrZM
It’s a bit hard to understand his speech as he doesn’t speak Standard High German but a Franconian (region in southern Germany - see https://en.wikipedia.org/wiki/Franconia ) dialect. (But at least it’s still much more comprehensible than Swiss German, LOL…), it’s an old recording and cabaret is always very hard for foreigners to understand in any language because it operates with very short sentences, without much helping aid like context. Generally, he explains how his family has applied (that is, tried to apply…) wallpaper on their walls at home - a lot of things they shouldn’t have done (“das hätte ich/er nicht machen sollen”). The film indeed shows a situation of an (attempted but failed) do-it-yourself action.
