Is this a 16mm and a 35mm splicer? Looks like there is a holder for a sharp blade. Is this correct:

Thats a very old Premier DeLuxe splicer.The picture does not quiter convey what gauge it is but either way,they only do one gauge.That said,if its 16mm it will of course make brilliant Standard8 joins-I use one. On all gauges they are classed as frame line-splicers but do need careful setting up to achieve this.
Yes there is a receptacle for a film scraper.Higher up the Premier range they offered auto-scrape and they were complete with fitted precision scrapers that used a very fine scraper blade fitted to the scraping bar.That too was adjustable.
