I've only ran into this twice thus far on ebay, but it is quite frustrating.
I recently was checking out a forum members auctions and I noted that the item's color was not described, so I wanted to ask thew seller a question about that via ebay.
I noted that the "ask a question" link was down below at the bottom of the description (approximately) when it used to be positioned up there at the top along with "see sellers other items" and such.
When I clicked on it, it first went to a number of links to either commonly asked questions about shipping, ect. One of which was "Item Description".
Since I thought that would allow me to ask about the color, I clicked on that, but it just brought me back to the actual item description on the auction, so I went back to the last page and went to the bottom where It looked like it would finally allow me to ask a question since it wasn't an option in the above "topics for questions". When I clicked on that, hoping to finally ask a question, this page came up with the following statement, which I cut and pasted here below ...
We're sorry we couldn't find an answer for you. Unfortunately, this seller is not able to respond to your question. We suggest reviewing the item again to see if your answer is in the seller's listing.
Well, the question I wanted to ask wasn't covered in the listing in the first place, which is why I asked.
Now, I have slowed down my ebay so that I'm only even buying every few months, so is this new frustrating lack of being able to ask a question a fairly new addition to ebay or what?
Is this an option that sellers now have, in order to not be hassled with questions?
Please note folks: This question is not a tirade on this member and sellers ebay identity or sales. I'm just frustrated with this apprantly somewhat new development on ebay.

Ebay has made a lot of changes all for the worse. If you continue down to where it says "other" put a dot in it , then you can ask your question.

Hi Pat. There are some sellers for whose auctions this does not work. I think this is what Osi is referring to.

Mike please refer to the other thread on the same topic, my screen shot was exactly taken from Brian's listing. So there is no problem at all.

Like Osi and Michael, I also had the same problem accessing the "Questions" area yesterday, with the same response stated by Osi, but it is seems to be working OK today.
Probably "E-Bay gremlins" at work?

I'll try that "dot" thing.
I did try what another perosn suggested, "Cluick "other", when it comes to questions. It gives eight answers which is just a rehash of what already frustrated me, (the item description, ect.), and then, at the bottom it has a "continue" button, (which you assume to be enabling you to ask a question), and it gives that same statement that I cut and pasted from the auction.
Frustration.

Yes you are right Osi.
I think this is more software problem.
Previously I used Mozila Firefox on different computer, I am now using Internet Explorer ver. 6.0.2900. Now, I even cannot see the "CONTINUE" button!!.
So when I have clicked "other" it stopped there.
Strange..... does Ebay know about this?

And now, I move to another computer with Mozilla ver 3.6.16 and I could find "CONTINUE" button but found the same message as Osi mentioned after clicked that, and it happened to all listings.
I don't know what Mozilla version that I used in the office (now is spending weekend at home) so that I could go asking a question. I will check on Monday and inform you here.

Once I figured out that the Question area was at the very bottom, I never had a problem. I always check "Other" then "Continue" and type in the question. I just tried it now again and had no problem. It's a PITA, especially since you now need to enter the verification numbers, but what the heck, it works. I've had issues with doing searches on Ebay. After I type a couple letters, I get an error message and crash out of the browser. Done it at home and work.

Barry, I was in the office and my computer was installed with Mozilla vers. 3.6.15 and like you, it went without problem.
But with Mozilla vers 3.6.16 then problem now appears.
