This may sound sdtrange coming from myself, but what low cost programs are there gtting rid of at least some video grain? I have a lovelt shot of my wife and little girl, that runs about a 30 seconds or so that I'd love to make look better. It was shot in low light, hence the extra, unwanted grain.

Take a look at the free open-source VirtualDub video editing software. You might have to convert the file to a compatible format (AVI/Mpeg2)...but there are several built-in filters and other filters available for de-noising video.
There is the basic version:
