Can anyone recommend a reputable individual who can repair and tune up a Eumig 824 (preferably in the U.S.)?

How about Leon Norris, a member of this Forum?
He says he can work on Elmo Super 8 projectors so perhaps he can also tackle a Eumig.

Thanks. I will contact him but I’m also hoping to get as many contacts as I can in case Leon doesn’t have the parts for the repair.
