I bought some "NEW" old stock bulbs on Ebay ...EFP bulbs on ebay, when inspected the 2 plug in prongs are black on all three. Could this happen on new bulbs?

Yes it can form by itself Thomas,
I have found these deposits on many dichroic lamp pins on new lamps.

Its oxidisation & usually forms on the pins from contact with the air.

Scrape the deposits off with a blade till they are shiny again & then use the lamps.

-and to add to that, anything nasty enough to toast the pins would probably vaporise the filament too so it shouldn't be a matter of operation, as Frank says: just oxides.
