This little unit works fine for the first 150 feet or so, then the take-up spindle starts to fail. The reel stops for a moment as film continues to feed out the back end. Then the reel picks up speed and takes up the slack. And so on, until about 250 feet, where the reel can't spin any more on its own. How does one adjust the tension or torque on the take-up spindle to correct this problem?

That was the lead I needed. Same part, opposite problem. The screw needed to be tightened. In order to do so, though, the nut had to be turned back counter-clockwise first. This allowed the screw to be turned further clockwise to make tighter contact with the gear that presses against it. I suppose the gear had simply worn down enough that it would slip as the take-up reel got heavier with film.
