I pressing a RS3000 back into service after many years. Belts are great but the film will not proceed beyond the lamp. Would anyone have info on how I might find a repair manual?

It probably does not need repair. Just make sure you have a good strong undamaged leader on the film, which is properly trimmed. This is a Super 8 projector, so make sure the film you are trying to thread is Super 8 and not Standard 8. Also make sure there is no broken film in the gate or film path.
