I found a regular 8mm film in a Fidelipac cartridge. Is there a machine that can play this? All I can find from googling is Fidelipac is used for audio tapes only.

I don't know about Fidelipac cartridges but Kodak introduced 8mm film in cartridges in the late 1960s. The Eumig Mark 510D could run them as well as film reels. Eumig also used the same design to make the Bolex 18-9.
