For developing 8mm film i see this big round Lomo tank being used ... And its very expensive . Can 8mm reversal film be put in a small tank { like a small tank used for 35mmfilm} for development....

I have done that (the 35mm tank), but a long while ago. I think I used almost constant agitation in case loops pressed together not allowing chemicals to get to the emulsion. This was with chemical reversal not re-exposure to light.

The Lomo tanks are designed for processing cine film, hence their size and price.
The small round tanks that are available are for camera roll films, usually adjustable for 35mm and 120 size. As an average roll of film is perhaps approximately 3 feet long they would be not suitable for cine film.
