This looks like a device used to clean 16mm film. Anyone know what it is called. It stands 5-1/4 inches high and is made of cast iron and chrome with rubber squeeges.

This looks like one of several devices that applied a liquid coating to the film prior to projection which was done mainly by television station which went on the air with film.

The rubber removes enough of the liquid that what's left just fills in scratches for the short period to the gate and should evaporate before hitting the take up reel.

Other devices used moistened cotton pads with a drip liquid applicator much like some film cleaners.

I think it's for projection rather than cleaning since the bowl is so small and the time and amount of liquid wouldn't do much for cleaning. It's just put on and wiped even. Sometimes devices like this were used on motion picture printers as well rather than the full immersion liquid gate that held the negative in full liquid during exposure on a step print. This device could be used on a continuous contact printer.
