I have seen some 16mm projectors that are capable of playing both Optical and Magnetic sound, can they also record on the magnetic stripes?

It dépends on the kind of projector it is. Some have only the playback function while others are also capable of recording. The Eiki, for instance, have a number in their reference that tells you what they do : 1 optical playback, 2 optical/magnetic playback and 3 optical/magnetic playback + magnetic record.

I have a Bell & Howell 644 which also has magnetic record. This was British made in 1961, but I am not sure if there is an American equivalent.

I think it would be correct to say that people using 16mm for home movies with sound, or a film-making project that only involved a need for one print, would have essentially been doing the same thing as someone using 8mm, in terms of recording on stripe. I'm not certain if it's possible to get 16mm striped now, though.

I have at least two Scopitones that are excellent prints with poor sound, so I tried asking on a 16mm forum whether there was anyone who might be able to re-record the sound (in sync) if I provided the music on CD, but I haven't found anyone yet. I suppose it would need a projector with adjustable speed. I may have heard of one or two but they must be be rare.
