Looking for a short mag sound film to use as a test film, so content not important but a cartoon would be good. I was thinking David might help?

I bought a "soundie" (Scopitone) film on Ebay for that purpose. They are pretty reasonably priced.

Scopitones can be hard to beat for 2-3 mins of entertainment although I keep finding that the majority (but not all) offered now are at least $50, and anything significantly less is likely to be faded Eastman rather than the Technicolor that applies to many US Scopitones. Most are offered by US sellers, so postage will push up the cost.

Good luck but I've never come across a magnetic sound cartoon, but I expect some exist!
