contact Ewan Colsell - he sometimes also has got the 16mm-version in stock even though he doesn't list them on his webpage ( http://www.ewancolsell.com/ -> "super 8 splicers.").

These splicers are quite commonly available on ebay, which is where I got mine. Take your time looking, prices range enormormously.
