I've been playing with a Gem that works nicely but the motor only kicks in at full speed and when the control is slid all the way to the top speed position. (so the sliding control does nothing for most of its movement.

Is there any obvious reason for this or fix?

The speed control is simply a 'wiper' that sweeps across resistance wires. It may be that the wiper is not making contact with the resistance wires at the lower speeds. You will probably need to partly dismantle the projector to get at the wiper so that you can adjust it to make proper contact with the resistance wires.
