Welcome to the forum. In regards to Super 8 I do not know of any place that exists that rents films any longer. The last place that did that I was aware of was the Public Library but that was in 1987.
16mm I am not sure of.

The echo park film center in California has hundreds of films for rent, but only if you live in Los Angeles.
