I purchased one of these without a power cord, I then cut an extension cord and attached the two ends with electrical tape to the outlet of the FP-C. When I run the elmo, it seems that even at the slowest speed it is running at 24fps or faster ( it is not a multi-voltage machine). Does the original power cord make a difference how the machine runs?

No... at least not to the level that we can feel.

It can be other problem such as belt, motor, board, etc

This sounds a little dangerous...(a little more than a little, actually!)

It's the chance to make some huge sparks and maybe spray molten copper around the room (...at the least: there's also that whole lethal voltage...thing)

A lot of more recent projectors use the same kind of power cord as (for one example) computers. If you compare the inlet on the projector, it may take one of these.
