I recently acquired an Emdeko model 3502 8mm film projector off ebay. At first it worked ok, then I started having a problem with the drive mechanism. Off the main motor, there is a small wheel that appears to have a tar like substance on it. This wheel and the motor are rotated to the left and then to the right to either engage the shutter flywheel (I think that is the right term). However, the tar like substance is sticking to the flywheel and does not allow for a smooth running shutter/film drive mechanism. While in neutral, the tar substance is spinning on the wheel and grows larger with centrifugal force, causing it to catch the flywheel when it should not.
Is anyone able to help me figure out how to correct this problem? Do I need a new part of some new "tar" material? I'm new to the 8mm projectors, I am trying to find one to play my parent's films with. I have searched the net for reference materials or parts with no luck.

That "tar like" material may be a melted belt. Some of them break then the heat from the lamp melts them. Makes a gooey mess. Look for a spot for a missing belt. Maybe a pulley or wheel that may accept a belt. However, I could be wrong. It could also be remnants of a wheel "tire" that rubs against another wheel to drive a mechanism. Good luck.
