Hi, Grant. Having been sold in a 60 HZ mains cycle Country, your projector's motor was adjusted to run at that frequency; in order to achieve this, the speed change lever movement had/has to be limited to the height you see, otherwise your projector will run faster than desired. So you shouldn't worry about that.
As for the spindle I'm sorry but I can't help, except these machines are not rare and sometimes you can find one at garage sales or on ebay which you may want to use as a spares donor. Any Series 800 model should do, although for a perfect fixing, you'll need a double gauge machine which features a double size spindle, according to the gauge used.
