I know this is a lot of ways of making the conversion of film to digital, and a lot of prices, and i think a lot about this trying to understand what is the best relation of quality/Price. There the new Muller HDs that costs 19.500€, and The elmo Transvideo TRV S8 for 2000 ou 3000 €, for example, there are suggestions?

The Elmo Transvideo machines will make "video" versions (they only become "digital" when captured on a computer and transferred to a DVD disc) of photographic cine film. However, they are probably the first attempt at commercial production of a dedicated tool for that purpose and, as such, cannot be considered as producing anywhere near the quality of modern units in the same price range , such as Retro 8 Pro from Moviestuff.
