True, video in North America runs at 30 fps. But a projector running at 20 fps will show on the video screen as flicker-free. That`s how DIY video transfers work when using a projector with variable speed. And the slight difference between film shot at 18 fps and projected 20 fps is hardly noticeable. At least with silent film. With sound film there would be a change in pitch than might be more noticeable. I would expect the pitch difference when running film shot at 24 fps at 20 fps to be unacceptable.
