You mean classic "off the wall" telecine approach, pointing your camera at the projected image of S8 film?
Short answer: DEFINITELY YES.
If your camera's phone does have something so called "pro mode" that lets you adjust several settings esp. SHUTTER SPEED, it will definitely do the job.
The result would be kinda poor quality of course, but the cost is literally zero so that should be okay.
(Additional info added) The camera setting, as far as I remembered. White balance: indoor/incandescent Focus: manual of course. You may let the auto focus do its job at the beginning, then lock it once it settles down to prevent further "hunting". Shutter speed: this is the most important thing to get rid of any banding/flickering. Ideally it should be set equal to projector's speed times no. of shutter blades. It is usually 18 fps x 3 blades = 54 Hz. In my case the closest I can get is 1/50 second, which in practice works just fine for me. Iso: that depends.
