UK based:
The Widescreen-Centre has got some 16mm Kodak B&W-films in stock:
http://www.widescreen-centre.co.uk/Catalogue/Kodak_16_mm_Film.html
Silverprint used to have the Fomapan R100 in 16mm as well... now it isn't listed any more - maybe you'll simply give them a call?
http://www.silverprint.co.uk/ProductByGroup.asp?PrGrp=231
Stanley Productions also offers 16mm Kodak B&W-films:

Or simply contact Kodak/Foma/Filmotec and ask for British suppliers...
