I'm not an expert on belts but I'm virtually certain that the answer is yes, because there would be no difference to the belts. E.g. I have a dual voltage Eiki designed to cope with the much greater US/UK voltage difference, and there's certainly no expectation that you have to change the belts if you change the voltage.

The instruction manual for an Elmo 16-CL makes no comment about any different belts being available. Speed change or change of cycles (50Hz or 60Hz) is achieved by moving the existing belt over to a change of pulleys. There is diagram for this alongside the right of the belt. Of course, in the multi voltage models, the input voltage should be set to 240 volts, and not 220 volts.

If it's a genuine belt for an Elmo 16-CL there should be no reason for it not to fit. Let's hope it gives years of service.
