It's a normal Uher reel-to-reel-recorder modified to work in a "double band"-setup. I don't know whether it's act as a "master" or as a "slave" when connected to a projector. It most likely only works for certain projectors (e.g. projectors equipped with a "flash sync"-socket). The white "AC PAC"-box is to be put between recorder and camera/projector and "converts" the sync-signal between the formats used by the recorder and by the camera/projector. The blue "Photo Start"-box is most likely to be help in front of the projector's lens and will start the recorder on the first frame that's "bright enough" (e.g. completely clear). It's used to prevent you from manually searching for the start frame on the film (as only few projectors do have a manual film advance).
