I don't know about the rest of the world, but on Ebay in the United States, a picture must be uploaded to list an item. Been that way for at least a year now, and (just to confirm), I even tried a fake listing now just for kicks, and sure enough, it wouldn't let me continue. Keep in mind, the picture can be of anything, but they insist a picture is uploaded before you can list an item.
If people are doing US listings and getting around it, I can only wonder how they are doing so....I see no possible way around it using the site....
