For Weberling machines, stripe cement is a mixture of 1-4 dioxane and acetone, both common solvents. For transfer-wheel stripers, some cellulose acetate is dissolved in the cement to make it thicker so it stays on the transfer wheel. Proportions have been given on 8mm filmshooting forum several times. Search the archives.
Film should be cleaned with isopropyl alcohol - at least twice. If it has been coated with some horrible goo masquerading as film lubricant, clean it at least three times.
Sound stripe turns up on Ebay from time to time, Classic Home Cinema have also sold it. The best is probably Agfa F5, Orwo is also OK. Wittner in Germany list it, too.
