I think you're right... the box is definitely custom-made, and probably led one or more of the bidders to believe that the film is also a unique reel, with scenes not in the other digests, etc. ... that aside, I've also seen auctions go "run-away" with ridiculously high bids for common items for no reason whatsoever. For example, Eiki 50mm/f1.2 lenses for 16mm projectors pop up every now and then on eBay, and usually go for $15-$20 (if that)... recently one sold for over $40! Why, only the winner knows!

I'm sure I have seen that artwork before but cant think where. Was it by any chance on one of the scope versions of part 2 or part 2 itself?

I also think the box is a home made effort, but it could also be a case of a non 8mm "Star Wars" fan thinking he was buying the whole film, as the seller used the words "Full Length" in his description, albeit with selected scenes added afterwards, but would anyone really take much notice of those 2 words after seeing FULL LENGTH I doubt it, very clever marketing, although I doubt there will be much positive feedback going onto his score when the buyer receives the reel.
