I picked this up when I bought some home movies from a seller and never really looked at it my question is what does this item do that I have circled in red it turns with the lens is it suppose to move seperate from the lens? thanks

Jim, as the lens is a zoom lens and the camera has no reflex viewfinder, I guess it's an additional lens that allows to vary viewfinder angle from wide to tele.
There was something similar on the Bolex H16 side viewfinder for wide angle lenses

Hi Jim, it looks like it could be used avoid Parallax when using
the cine camera in close proximity to your subject, which enabled
you to frame correctly.At first I was thinking exposure, but some
cameras did have variations of this that were not reflex viewing.

ok the whole thing turns with the lens do you know if it is suppose to move seperatly?

I can't see why it would Jim,as it wouldn't be any use if it did.

not sure the whole lens screws off these did have other lens that would fit on them but not sure. would anybody have an manual they could send me?

Hi Jim,there was a little company over here that advertised
instruction manuals, I think it was called "Old Timer Cameras"
or something,I'll make enquiries for you too see if they are still
in business and get back to you.
