For information (not my listing!) it is used by mechanically linking it to the 1 frame per turn shaft of a projector via a flexible drive and comparing the shaft speed with the rotation of a capstan driven by standard 1/4 inch tape on a reel to reel tape recorder. The difference is indicated on a dial and the projector is speed controlled by hand to achieve sync and then keep them in step.
An electronic version using perforated tape and a switch on the main projector shaft superseded it.
