As a relative newcomer to the world of 16mm, can anyone please tell me when to splice at 90 degrees and when to splice at an angle, as I have a C.I.R splicer with 2 guillotines, but no instructions? [Confused]

The 90 degree cuts are used when splicing magnetic full coat material in editing. Remember this splicer was originally used in the production environment but a distribution or repair. Just use the straight splices, you won't like the way a 90 degree splice will look in the screen.

It's done with the full coat to minimize any "pop" from the splice in re-recording, the same thing is done with 35mm full coat or mag stripe for dialogue/effects editing.
