I found some interesting information about 16mm distribution in the 1965 Walt Disney Annual Report:-
"An estimated 55,000 different 16mm prints of Disney films are currently in circulation around the world. More than 2,000 clients rent or lease these films each year, including schools, public libraries, car clubs, universities, health departments, forestry and parks, financial institutions, industries and nearly 1,000 organisations. Disney 16mm films have been translated into 14 languages and exhibited in 56 countries".
It's not actually stated, but I think this report is in respect of their educational films which were mainly short subjects, including suitably edited films taken from features.
