"Heavy Metal" and "The Howling"? Gasp!
I have thought about going to Derann with it. I've also thought about doing a fun but rediculously long process ...
Take a decent Super 8 camera, project the 16MM frame by frame, use the frame by frame option on the camera, and try at least one of the thirty second commercials, just for the hell of it. I m sure that it wouldn't have as good of quality as an, (I think you put it this way Larry), optical movement? That first paragraph of your last post was a little confusing.

What I would do is come across a 16MM viewer, take off the back and allow the image to project right on a solid white surface, making sure to have a perfect square, (instead of an elongated image as, when I was first experimenting with Super 8, way back when I was 14, I opened a super 8 viewer and used it as a projector, the only problem was, of course, the little lamp wasn't too bright.)
Since I would be copying frame by frame, the original film wouldn't get burned, no matter how long it takes to do each exposure, if I used the available lamp in the 16MM viewer.
A slightly reflective surface would actually be best, preferably painted with that screen paint that Steve Osbourne sells (it's magic!).
Not all frame by frame Super 8 cameras are alike. A good lense would be crucial, on that thing!
It is certainly do-able!! If I do, for instance, one of those 50ft roles, I would get approximately 4 , maybe 5 ads.
I'm still not ruling out contacting Derann, as they have done numerous great adverts, but I don't know if they would be interested in American ads.
The big cost is, of course, making the negative. I'd love to try splitting the cost of the negative, to "get er done" and then, splitting the potential profits from the prints made. It would be approximately 6 minutes.
I'd have to ask them, of course, but I'm betting that more than one negative would be made. If two, i would ask that one of the two would be kept by me, (after all, if I'm shelling out half the cost, that would certainly be fair.
Hey Gary ... are you listening? (he haunts this place from time to time, ya know!
