What is meant by this term?

Michael, it is the coating on the outer lens elements (glass pieces) that looks blue or purple.

This bloom or blooming increases light transmission through the lens i.e. allows more light to pass through the glasss than be reflected away.

Blooming is a good thing. I have heard some people describe fungus when it grows and makes a fern pattern as blooming. This is incorrect terminology.

Always look for a clean, clear blue or purple glass coating (blooming) on a projection lens.

Ah, that fungus thing you mentioned - that's what I came across and it was indeed termed blooming.
